Dalyvavau daugelyje Europos socialistų partijos (ESP) kongresų. Tačiau šis, įvykęs Romoje mėnesio pradžioje, buvo ypatingas – patvirtintas ESP kandidatas į Europos Komisijos (EK) pirmininko postą. Juk ir gegužės 25-osios rinkimai į Europos Parlamentą bus ypatingi. Pirmą kartą kiekvienas ES pilietis, balsuodamas šiuose rinkimuose, galės palaikyti vieną iš europinių partijų ir nuspręsti, kurios kandidatas labiausiai vertas tapti EK pirmininku.
ESP pirmininkas Sergejus Staniševas kongreso išvakarėse Prezidiumo posėdyje pabrėžė, kad ESP turi puikias galimybes laimėti Europos Parlamento rinkimus. Naujausios apklausos rodo, kad socialdemokratai Europos Sąjungos valstybėse pirmauja prieš dešiniąją Europos liaudies partiją. Bet palankią situaciją reikia mokėti išnaudoti. Populistai tvirtina, kad už dabartinę padėtį ES lygiai atsakingi ir dešinieji - Europos liaudies partija, ir kairieji - Europos socialdemokratų partija. Tai netiesa, nes pastaruosius du dešimtmečius ir Europos Komisijoje, ir Europos Parlamente ir Europos Taryboje vyravo dešinieji. Todėl reikia ryškiau rodyti skirtumus tarp liaudies partijos ir socialdemokratų.
EP pirmininkas, kandidatas į Europos Komisijos pirmininko postą Martinas Šulcas savo kalboje Prezidiume pasakė daug svarbių dalykų. Rytoj prasidedantis ESP kongresas, teigė jis, gali tapti istoriniu. Darbininkų judėjimo šaknys – XIX-XX amžiuje. Dalis to judėjimo pasuko diktatūros, totalitarizmo keliu. O štai socialdemokratai demokratinėmis priemonėmis, per parlamentų veiklą, priiminėdami palankius darbo žmogui įstatymus sugebėjo sutramdyti kapitalizmą. Tačiau dabar kapitalizmas tapo globalus ir mėgina ištrūkti iš tų varžtų. Tuo tarpu darbo/socialdemokratų judėjimas kol kas veikia daugiau nacionalinėse valstybėse, jis dar netapo globaliu. Kongresas, tikiuosi, taps posūkiu į transnacionalinę socialdemokratiją. Europos Sąjunga po dešiniųjų valdymo dabar apgailėtinoje padėtyje. Žmonių nusivylimas ir nepasitenkinimas tokia Europos Sąjunga suprantamas. Kasdien didėja milijonierių skaičius ir kasdien milijonai tampa skurdesni. Aš kandidatuoju į EK pirmininko postą, sakė Martinas, kad pakeisčiau šią padėtį.
Kitą dieną, kreipdamasis į Kongreso dalyvius, Martinas Šulcas pabrėžė: noriu būti pirmas demokratiškuose rinkimuose išrinktas Europos Komisijos pirmininkas, o ne paskirtas užkulisiuose neskaidriu susitarimu. Noriu sumažinti atskirtį tarp turtingų ir neturtingų žmonių, tarp didelių ir mažų valstybių. Noriu sugrąžinti sąžinę į politiką. Šiandien 120 milijonų ES piliečių gyvena ties skurdo riba, 27 milijonai neranda darbo. Per ilgai leista vadovauti nežabotoms finansų rinkoms ir “nematomai rankai”, kurios negalime kontroliuoti. Per ilgai apsimokėjo vadovautis godumu, per ilgai jie kvailino padorius žmones. Kasmet milijardai eurų mokesčiams skirtų pinigų nuteka į „mokestinius rojus“. Mums skubiai reikia šių pinigų kurti naujoms darbo vietoms, statyti naujas mokyklas, ligonines, universitetus, tiesti gatves, kelius. Jeigu būčiau išrinktas EK pirmininku, kiekvieną ekonominį ir finansinį Komisijos sprendimą vertinčiau svarbiausiu aspektu – ar jis padės sukurti daugiau darbo vietų.
Kongrese socialdemokratai slaptame balsavime didele dauguma patvirtino Martiną Šulcą savo kandidatu į Europos Komisijos postą („už“ - 91 proc. balsų). 34 kongreso dalyviai susilaikė, du balsavo prieš. Ne paslaptis, kad suabejojo daugiausiai britai, kurie nori turėti laisvesnes rankas kitąmet įvyksiančiuose JK parlamento rinkimuose kovoje su vis labiau antieuropietiška konservatorių partija. Kongresas taip pat patvirtino Europos Parlamento rinkimų manifestą ir programą.
Socialdemokratų rinkimų programoje yra daug kiekvienam ES piliečiui svarbių nuostatų. Joje aiškiai pasakyta: privalome keisti Europos Sąjungos gamybos, vartojimo ir mobilumo modelius. Tai fundamentalus įsipareigojimas. Kaip ir siūlymas atsisakyti „troikos“ (Europos Komisija, Centrinis Europos bankas, Tarptautinis valiutos fondas), kuri pastaraisiais metais priiminėjo daugiau finansinėms rinkoms, o ne daugumai Europos Sąjungos gyventojų palankius sprendimus. Vietoj „troikos“ reikia sukurti kitą mechanizmą. Programoje numatoma riboti bankų pelnus, įkurti nepriklausomą europinę reitingų agentūrą.
Praėjusį savaitgalį dėl savo kandidato apsisprendė krikščionys demokratai ir konservatoriai. Europos liaudies partijos kongrese Dubline buvęs Liuksemburgo premjeras Žanas Klodas Junkeras įveikė EK komisarą prancūzą Mišelį Barnje. Ž. K. Junkeras supranta savo padėties sudėtingumą, todėl įspėjo kongreso dalyvius: „Jokiu būdu neatiduokime socialinės tematikos socialistams“.
Dešiniųjų kandidatas vienmetis su M. Šulcu – abiems 58 metai. Ž. K. Junkeras irgi gerai kalba trimis pagrindinėmis Europos kalbomis, abu jie - prisiekę proeuropiečiai. ESP kandidato padėtis geresnė todėl, kad pastaruosius dešimtmečius Europos Sąjungos institucijoms, kaip ir daugumai ES valstybių, vadovavo dešinieji. Dabar padėtis keičiasi – daugumoje ES valstybių valdžioje socialdemokratai. M. Šulcas rinkiminėje kampanijoje galės tvirtai kalbėti, kad dešinieji nesugebėjo imtis priemonių, kurios būtų sušvelninusios krizės smūgį, kaip kad siūlė socialdemokratai, vangiai kovojo su krize, jiems valdant socialinė atskirtis ir Europoje nedarbas pasiekė rekordines aukštumas.
Neabejoju, kad Lietuvai EK pirmininko poste geriau būtų turėti M. Šulcą. Ne tik todėl, kad jis žymiai geriau už Ž. K. Junkerą pažįsta Lietuvą, lankėsi čia per pastaruosius metus tris kartus, o balandžio pradžioje atvyksta vėl. 10 metų dirbdamas Europos Parlamente turėjau daug progų įsitikinti, kad socialistų frakcijos pirmininkas, o vėliau – Europos Parlamento vadovas itin jautriai reaguoja į Lietuvos, o ir visų Baltijos valstybių reikalus. Štai 2006 metais Lietuvai daugiau dėl formalių dalykų (infliacijos riba buvo viršyta keliais šimtųjų procento) buvo užkirstas kelias įstoti į euro zoną. Nors kaip tik tuometinio socialistų frakcijos lyderio dėka Europos Parlamentas balsavo už tai, kad Lietuva atitinka Mastrichto kriterijus. Europos Komisija nesureagavo į tą EP poziciją, o Lietuva su euru būtų žymiai sėkmingiau atlaikiusi krizę.
Jau kaip Europos Parlamento pirmininkas Martinas kovojo už tai, kad Baltijos šalių žemdirbiams naujojoje finansinėje perspektyvoje būtų padidintos išmokos. Ir vėl nepavyko įveikti EK tvirtovės.
