Justo Paleckio biuras Vilniuje: | Socialdemokratų frakcijos Pasvalio rajono savivaldybės taryboje veiklos ataskaita (2011 04 11) Gerbiami konferencijos dalyviai, 2007 m. balandžio 11d.išrinkta Pasvalio rajono savivaldybės taryba baigia keturių metų darbą. Prašymą įregistruoti Pasvalio rajono savivaldybės tarybos opozicinę socialdemokratų frakciją įteikėme 2007-04-18. Keturis metus LSDP frakcija tarybos posėdžiuose siūlydavo pateiktų sprendimų projektų pataisas, paruošdavo alternatyvius sprendimo projektus, posėdžių metu pateikdavo paklausimus. Tarybos narys Zenonas Zimkus dirbo biudžeto, ekonomikos ir kaimo reikalų, Antanas Strigūnas- sveikatos, socialinių reikalų ir aplinkos apsaugos, kontrolės, Aleksas Varvuolis- teisėtvarkos ir visuomeninių organizacijų komitetuose. Komitetų , savivaldybės tarybos posėdžiai vykdavo kartą per mėnesį. Kiekvieną mėnesį posėdžiaudavo ir savivaldybės tarybos kolegija.
2010 metais neracionaliai buvo sprendžiamas švietimo įstaigų tinklo pertvarkymas. Valdančioji dauguma neįsiklausė į LSDP frakcijos siūlymą dėl darželio mokyklos “Liepaitė” reorganizavimo į lopšelį- darželį.
Labai aktualaus gyventojų sveikatos apsaugos klausimo - sprendimo projekto “Dėl mokamų paslaugų kainų patvirtinimo” galiojimo sustabdymo užsitęsė, nes valdančioji dauguma šio sprendimo nepriėmė (nuo 2010-04-28 iki 2011-03-30). VšĮ Pasvalio pirminės asmens sveikatos priežiūros centro vyriausiojo gydytojo 2010-03-22 įsakymas Nr.V- 37, kuriuo tvirtina mokamų asmens sveikatos priežiūros paslaugų kainas VšĮ Pasvalio PASPC matomai tebegalioja. LSDP frakcija raštu kreipėsi į LR Sveikatos apsaugos ministrą Raimondą Šukį patarimo. Į raštą atsakė sveikatos apsaugos viceministrė Janina Kumpienė. Atsakė valdiškai: tai yra asmens sveikatos priežiūros įstaigų steigėjų prerogatyva (steigėja- savivaldybė). Kai kurie tarybos nariai susiję darbo santykiais su VšĮ Pasvalio PASPC 2010-04-28 tarybos posėdžio metu, svarstant VšĮ Pasvalio PASPC vyr. gydytojo įsakymo galiojimo sustabdymo klausimą, dalyvavo svarstyme ir balsavime. Frakcijai teko kreiptis į Pasvalio rajono savivaldybės tarybos Etikos ir Vyriausiosios tarnybinės etikos komisijas. Pasvalio rajono savivaldybės tarybos Etikos komisija pripažino, kad tarybos nariai Antanas Sudavičius, Irena Cucėnienė pažeidė prievolę vengti interesų konflikto ir pareigą nusišalinti. Nežinome kiek rajono savivaldybėje mūsų siūlyto sprendimo projekto nepriėmimas turėjo įtakos sergantiems rajono gyventojams, kiek jie turėjo papildomų išlaidų. O, kaip žinome, LR Konstitucijos 53 straipsnyje rašoma „Valstybė rūpinasi žmonių sveikata ir laiduoja medicinos pagalbą bei paslaugas žmogui susirgus. Įstatymas nustato piliečiams nemokamos medicinos pagalbos valstybinėse gydymo įstaigose teikimo tvarką“. 2010 m. VšĮ Pasvalio PASPC poliklinikos skelbimo lentose buvo patalpinta informacija apie mokamas paslaugas, o šiais metais tokios infomacijos neliko. Yra tik Panevėžio teritorinės ligonių kasos ,Valstybinės ligonių kasos prie SAM informacinė medžiaga. Jei žmogus neapdraustas jis turi mokėti pagal įstaigos nustatytus paslaugų įkainius (išskyrus būtinąją medicinos pagalbą). Įkainių dydžiai skelbimo lentose nenurodyti.
Per praėjusių keturių metų laikotarpį LSDP frakcijos nariai dalyvavo sprendžiant ir daugiau asmens sveikatos įstaigų klausimų: seniausios kaimo ligoninės Lietuvoje- VšĮ Pasvalio PASPC Joniškėlio ligoninės likimą, VšĮ Pasvalio PASPC poliklinikos klinikinės laboratorijos iš pirmo aukšto perkėlimą į trečią aukštą.
2011-02-09 savivaldybės tarybos posėdyje buvo patvirtintas 2011 m. biudžetas- 71498,2 tūkstančiai Lt. Jį svarstant LSDP frakcijos narys Antanas Strigūnas siūlė pakeisti finansavimą kai kurioms seniūnijoms, daugiau lėšų skirti vaikų vasaros poilsiui. Valdančioji dauguma išklausė, padėkojo už pasisakymą ir nieko nekeitė.
Manome, kad šių metų ataskaitoje konferencijos dalyvius reikia supažindinti ir su UAB „Pasvalio butų ūkis“ laikino direktoriaus Edvardo Trinkūno istorijos „laiminga pabaiga“. LSDP frakcija 2007-08-29 parašė prašymą vyriausybės atstovui Panevėžio apskrityje L.Alesionkai paaiškinti ar E.Trinkūnas nepažeidė vietos savivaldos įstatymo, ar nesupainiojo viešųjų ir privačių interesų.L.Alesionka atsakė, kad pažeidė vietos savivaldos įstatymo 18 straipsnio nuostatas. Jis medžiagą perdavė Panevėžio apygardos administraciniam teismui ir teismas 2008-01-24 priėmė nutartį, kad E.Trinkūnas pažeidė 18 straipsnio nuostatas.Meras G.Gegužinskas parašė apeliacinį skundą Lietuvos Vyriausiajam administraciniam teismui. 2008-11-20 teismas atmetė mero G. Gegužinsko pasirašytą apeliacinį skundą. Rezultatas- po metų ir beveik trijų mėnesių byla buvo baigta, ji pralaimėta. Savivaldybės administracija sugaišo laiko, išleido nemažai lėšų. Tačiau galvota valdžia nepasimetė. Ji 2008-12-05 sprendimu E.Trinkūną atleido iš direktoriaus pareigų ir to pačio sprendimo 4p. pavedė E.Trinkūnui laikinai eiti UAB „Pasvalio butų ūkis“ direktoriaus pareigas nuo 2008-12-09 iki kol bus konkurso keliu išrinktas UAB „Pasvalio butų ūkis“ direktorius. Administracijos direktorius R.Užuotas įgaliotas sudaryti terminuotą darbo sutartį su laikinai einančiu direktoriaus pareigas E.Trinkūnu. Na, o besibaigiančios kadencijos paskutiniame tarybos posėdyje 2011-03-30 sprendimu Nr. T1-79 E.Trinkūnas paskirtas UAB „Pasvalio butų ūkis“ direktoriaus pareigoms be konkurso jau neterminuotai.
Socialdemokratų frakcijos nariai organizavo susitikimus su rinkėjais rajono seniūnijose, atsakinėjo į jų klausimus. Tokie susitikimai vyko Pumpėnų, Pušaloto, Joniškėlio miesto, Pasvalio miesto seniūnijose. Frakcijos nariai lankėsi mokyklose.
Manome, kad opozicinės LSDP frakcijos darbą įvertino ir rinkėjai- visi frakcijos nariai 2011-02-27 savivaldybės rinkimuose vėl buvo išrinkti į savivaldybės tarybą. Frakcijos gretas papildė skyriaus pirmininkas Alfonsas Pulokas. Galvojame, kad patirties, dirbant opozicijoje, turime ir artimiausiame tarybos posėdyje vėl įteiksime prašymą įregistruoti opozicinę socialdemokratų frakciją.
