DW: Kodėl Europos Parlamentui prireikė specialaus pranešimo apie ES ir Baltarusijos santykių strategiją?
Justas Paleckis: Paskaičiavau, kad pastaraisiais metais buvo priimtos dešimtys rezoliucijų, skirtų padėčiai Baltarusijoje. Tačiau tai tebuvo ES reakcija į įvairius negatyvius įvykius – nedemokratinius rinkimus, žmogaus laisvių ir teisių pažeidimus. Faktiškai nebuvo nė vieno dokumento, kuriame būtų kalbama apie ateitį, apie tai, kaip plėtoti tolesnę Briuselio ir Minsko santykių strategiją. Dar prieš kelis metus mane paskyrė pranešėju, kuris turėjo įvertinti Partnerystės ir Bendradarbiavimo susitarimą tarp ES ir Baltarusijos, dėl žinomų priežasčių taip ir nepasirašytą. Todėl aš kreipiausi į Europos Parlamento Užsienio reikalų komitetą, iškeldamas iniciatyvą parengti dokumentą apie susidariusią padėtį, kuriame būtų pasiūlymai Europos Komisijai ir Europos Tarybai, kaip galėtume plėtoti ES ir Baltarusijos santykius. Mano iniciatyva dėl pranešimo buvo paremta, greitai jis bus pateiktas balsavimui EP Užsienio reikalų komitete. Vėliau, po liepos 1-osios, kai Lietuva pirmininkaus ES, šis pranešimas, dar iki lapkričio viršūnių susitikimo „Rytų partnerystės“ klausimais Vilniuje, Europos Parlamente bus svarstomas ir dėl jo bus balsuojama.
Kiek veiksminga pasirodė Europos vizų ir ekonominių sankcijų politika oficialiojo Minsko atžvilgiu?
Kiek aš žinau, šių sankcijų tikslai nebuvo pilnai pasiekti. Sprendimą dėl sankcijų aš vertinu kaip signalą, kad ES, nors ir nenorėdama eiti tokiu keliu, priversta tai daryti. Galvoju, kad šis kelias nėra perspektyviausias.
Kokie klausimai bus paliesti Jūsų pranešime?
Man reikia orientuotis į daugumą Europos Parlamente. Reikia pripažinti, kad dauguma deputatų mažai žino apie padėtį Baltarusijoje. Daugiausia jie remiasi rezoliucijų tekstais, kuriuose apstu negatyvios informacijos. Tokia informacija pagrįsta, yra daug žmogaus teisių pažeidimų. Tačiau šalis gyvuoja, vystosi jos ekonomika, ir apie tai aš irgi kalbėsiu kolegoms savo pranešimo įvadinėje dalyje. Dalis pranešimo bus skirta padėčiai su žmogaus teisėmis ir demokratijai. Čia naujienų nedaug, juk kol kas niekas nesikeičia. Tačiau naujo čia vis dėlto bus – tai daugelio klausimų, kurie svarbūs dalykiniam ES ir Baltarusijos bendradarbiavimui, analizė. Tai prekybos, aplinkosaugos, transporto klausimai.
Toliau bus aptarti klausimai, kaip išnaudoti Europos Sąjungos galimybes. To reikia tolesnei santykių plėtrai, žmonių kontaktams, pradedant infrastruktūra ir baigiant vizų klausimais, dėl kurių šiandien kamuolys Baltarusijos pusėje. Tačiau turime vilties, kad reikalai iš mirties taško pajudės derybų eigoje. Norėčiau pažymėti, kad, rengdamas pranešimą, aš aptarinėjau susiklosčiusią situaciją ir su Baltarusijos pilietinės visuomenės ir opozicijos atstovais, ir su oficialiais asmenimis, ir su Europos Parlamento kolegomis, ir su Europos išorinių santykių tarnybos darbuotojais. Pagrindinė išvada – situacijai pakeisti reikia ne rezoliucijų konvejerio, o pasiūlymų ką daryti ateityje. Kiek pagrįsti baltarusių pilietinės visuomenės atstovų nuogąstavimai, kad, siekdamas atkurti dialogą su Minsku, Briuselis gali atsisakyti reikalavimo paleisti ir reabilituoti politinius kalinius?
Apie politinius kalinius būtinai bus kalbama pranešimo dalyje apie žmogaus teises. Tai savaime suprantama – kol Baltarusijoje yra politinių kalinių ir valdžia nerodo noro spręsti šių klausimų, bendradarbiavimas su ES susidurs su didelėmis kliūtimis ir dideliais praradimais iš abiejų pusių.
Kokie gali būti ES žingsniai, galintys pakeisti santykius su Minsku?
Reikia atsiminti, kad Baltarusija – tai ne tik prezidentas ir jo aplinka. Tai devyni su puse milijono žmonių nuo kurių negalima nusigręžti. Mano požiūriu, reikia bendradarbiauti ir su opozicija, ir su pilietine visuomene, ir su Baltarusijos valdžios atstovais. Tik tada galima objektyviai įvertinti situaciją, kad atsirastų bent pasitikėjimo minimumas, kuris gali pastūmėti problemų aptarimui apskritojo stalo diskusijose. Pirmiausia svarbu plėtoti Baltarusijos modernizavimo dialogą. Aš susitikau su baltarusių ekspertais, kurie jau dirba atitinkamos ES programos rėmuose. Norėtųsi, kad prie diskusijų prisijungtų ir oficialusis Minskas. Iš ES atstovų, dirbančių su Baltarusijos ministerijų specialistais, sužinojau, kad Baltarusijoje kvalifikuoti valstybės tarnautojai. Tai suteikia optimizmo. Norėčiau pabrėžti, kad Lietuvos vyriausybė labai suinteresuota pagerinti santykius su Baltarusija iki Vilniaus viršūnių susitikimo „Rytų partnerystės“ klausimais. Su atsargiu optimizmu galima teigti, kad yra Briuselio ir Minsko santykių suaktyvėjimas, tačiau kol kas viskas labai trapu. Jeigu „rakštys“, trukdančios dialogo plėtrą, nebus pašalintos, judėti toliau bus sudėtinga. Tačiau ES dės labai intensyvias pastangas.
