Dažniausiai jis kalba dėl užsienio politikos ir demonstruoja ne tik iškalbą, bet ir gilias žinias, situacijos supratimą apie vos ne visus pasaulio karštuosius taškus: nuo Indijos iki Lotynų Amerikos, nuo islamo šalių iki Rusijos. Su Čarlzu artimiau susipažinau vizito į indišką Kašmyro dalį metu. Per visą kelionę jis nenusivožė nuo galvos baltos skrybėlės plačiais bryliais, nes labai bijojo nuodingų moskitų įkandimo.
Su skrybėlėtu Čarlzu vėlų vakarą Kašmyro sostinės Srinagaro viešbučio sode diskutavome apie Europos Parlamente ir kitose ES institucijose vartojamas kalbas. Mat Čarlzas yra pateikęs rezoliucijos projektą, kaip sumažinti didžiules išlaidas žodiniams ir raštiškiems vertimams. Vien Europos Parlamentas skiria trečdalį savo biudžeto vertimams. Per visas ES institucijas ta suma sudaro milijardą eurų kasmet, o Europos Parlamento išlaidos daugiakalbystės išlaikymui siekia beveik pusę milijardo.

Ar protinga naudoti tokius didžiulius pinigus vertimams, kai žmonės toje pačioje Indijoje badauja, kai trūksta lėšų baisiausioms ligoms gydyti, pagaliau gamtai išsaugoti, – karščiavosi Čarlzas. – Taip, mano projektas gali atrodyti savanaudiškas. Aš, britas, siūlau pereiti prie vienos labiausiai paplitusios kalbos – anglų. Bet aš pats moku ir prancūzų, ir italų, ir portugalų kalbas, šiek tiek rusiškai. Pasiginčijau su Čarlzu. Nepaisant jo skatinimų ne tik tipiškas britas, bet ir absoliuti dauguma jų politikų moka tik vieną kalbą – savąją. Kai dirbau ambasadoriumi Londone, stebėjausi, kad tai pasakytina ir apie tuometinį užsienio reikalų ministrą Robiną Kuką. Priminiau pašnekovui ilgam atmintin įstrigusį epizodą, kai pirmojo Italijos ambasadoriaus Lietuvoje Franko Tempestos rezidencijoje Vilniuje prieš penkiolika metų šventėm Kalėdas. Jau rimčiau tą vakarą Srinagare aiškinau Čarlzui – aš irgi už taupymą. Tačiau tai, kad aš galiu kalbėti Europos Parlamente savo gimtąja kalba, turi ne tik simbolinę, bet ir didžiulę praktinę reikšmę. Juk mes, visų 27 tautų atstovai, tuo atžvilgiu tampame tikrai lygiateisiai. Perėjus į vieną kalbą, mes visi galim palaipsniui "suanglėti". Kur tada pamatinis Sąjungos principas: įvairovė vienybėje? O dėl vertimo raštu, tai visos Europos Sąjungos direktyvos vis tiek turi būti verčiamos į visas oficialias kalbas, kad jas galima būtų įgyvendinti atskirose šalyse.
Europos Sąjungos institucijose oficialiomis kalbomis paskelbtos 23. Austrija, Belgija, Liuksemburgas, Kipras į tą teisę nepretendavo, nes ten oficialiai pripažintos kaimyninių valstybių kalbos. Mažesnių už Lietuvą valstybių kalbos Briuselyje oficialiai pripažintos keturios – latvių, slovėnų, estų, maltiečių. Pagal paplitimo Europoje laipsnį surikiuotos ir kalbos, kurias kasdien girdime ausinėse. Perjungus į pirmą kanalą girdime vokiečių, antrajame – anglų, toliau prancūzų, italų, ispanų, lenkų... Lietuvių kalba – 15-tame kanale.
Plenariniuose posėdžiuose, didžiųjų frakcijų, komitetų posėdžiuose verčiama į visas 23 kalbas. Kai susirenkame pasitarti darbo grupėse, paruošiamuosiuose posėdžiuose, tarpfrakcinėse grupėse, paprastai apsieinama trimis–aštuoniomis labiausiai paplitusiomis kalbomis. Na o darbo priešpiečių arba pietų metu dažniausiai apsistojama ties anglų, kartais verčiama ir į prancūzų.
Dar prieš dešimtmetį ar kelis prancūzų kalba ES institucijose Briuselyje ir Strasbūre sėkmingai konkuravo su anglų. Tačiau dabar, ypač po didžiosios ES plėtros, svarstyklės aiškiai pakrypo anglų kalbos naudai. Atsigauna vokiečių kalba. Jeigu anksčiau vokiečiai noriai prabildavo ir angliškai, tai dabar jie tai daro rečiau. Kadangi aš pats, lavindamas kalbos įgūdžius, lietuvišką vertimą klausau retai, tai vokišką kalbą girdžiu taip pat dažnai, kaip ir anglų. Juk parlamento pirmininkas vokietis, mūsų Socialistų frakcijos vadovas – taip pat.
Iš publikos balkono stebint plenarinių posėdžių salę krinta į akis, kad joje europarlamentarų ne itin gausu (jau ne kartą esu aiškinęs, kad paprastai diskusijose dalyvauja tik to klausimo specialistai, kiti europarlamentarai tuo metu dirba savo biuruose ir seka posėdžius televizoriaus ekrane arba dalyvauja tuo pačiu metu vykstančiuose frakcijų, komitetų, darbo grupių posėdžiuose ir pasitarimuose). Tačiau ir dalyvaujantys posėdyje Europos Parlamento nariai elgiasi skirtingai – vienas įdėmiai klausosi pranešėjo, kitas kažką skaito, trečias kalbasi su kaimynu, ketvirtas užsisvajojęs... Gal dėl to Europos Parlamente pajuokaujama: vieninteliai, kurie tikrai dirba posėdžio metu, yra pranešėjai ir vertėjai...
Išties, pažvelgus į stiklines vertėjų kabinas, vaizdas iškalbingas. Vertėjas įsitempęs klausosi per ausines kalbančiojo, seka salės vaizdą ir kartu žvilgčioja į tekstą (dažnai parlamentarai iš anksto nusiunčia kalbos metmenis), mėgindamas taip pat sparčiai berti žodžius kaip ir pranešėjas. Ispanas ar italas dar spėja energingai paleisti į darbą rankas, mosavimas padeda jam įsijausti į kalbos turinį. Neveltui sakoma, kad tiesioginis vertimas žodžiu kainuoja tiek pat nervų ir įtampos, kiek ir lakūnui tupdant lėktuvą. Todėl vienu metu kabinose sėdi ne 23, o 69 vertėjai – kiekvienoje po 3. Kad vertėjas galėtų pailsėti, jis perduoda estafetę kitam jau po kelių ar dešimties minučių – pagal susitarimą. Europos Parlamente vertėjo darbo diena trunka šešias valandas, o gryno kalbėjimo į mikrofoną tenka trečdalis to laiko.
Vertėjų darbas itin sunkus. Bet ir gerai apmokamas. Laisvai samdomiems vertėjams, kiek teko girdėti Briuselyje, už dieną mokama 800 eurų.
Teoriškai tarp 23 kalbų vertimo įmanomos 506 kombinacijos, tačiau tik teoriškai. Į lietuvių ar latvių kalbą niekas neverčia iš maltiečių arba slovakų kalbos. Verčiama iš anglų, prancūzų, vokiečių gal retkarčiais iš lenkų ar ispanų. Todėl neišvengiamai susidaro kombinacijos, menkinančios vertimo kokybę. Juk jeigu aš kalbu lietuviškai, tai mano kolega čekas, jeigu jis klausosi vertimo gimtąja kalba, turi palaukti vertimo iš lietuvių į anglų, o tik tada iš anglų į čekų. Todėl iš pradžių buvo keista, o dabar įdomu girdėti, kaip per salę retkarčiais debatų metu nuvilnija kelios juoko bangos. Tarkim, parlamento pirmininkas Hansas Gertas Pioteringas pašmaikštauja vokiškai – tuoj prapliumpa juoku jo klausantys vokiškai, po keleto sekundžių tie, kuriems verčia į anglų, po dar kelių sekundžių – besiklausantys kita gimtąja kalba...
Tą vakarą Kašmyre su Čarlzu taip ir nepriėjome vieningos nuomonės. Nors aš supratau jo argumentus, o jis – mano. Bet kokiu atveju jo pasiūlymas dėl kalbų įvairovės panaikinimo Europos Parlamente nebuvo palaikytas.
Gal ateityje bus atrasta kažkokia magiška formulė, kuri leistų išlaikyti ir kalbų lygiateisiškumą, ir kartu sutaupyti lėšas. Gal esame ant revoliucijos vertimų srityje slenksčio, kai kompaktiški kompiuteriai puikiai atliks vertėjų darbą. Bet kol kas Europos Sąjungos institucijų rūmuose Briuselyje ir Strasbūre jaučiamės kaip negriūnančiose Babilono bokštuose, kur skamba ir nesimaišo įvairiausios kalbos, kur neblogai suprantame vieni kitus.
